Elect City Council members using proportional ranked-choice voting
Andrew A.Santa MonicaProposed
Right now, we elect our city council using "block voting," which means that in a given election, if 3 council seats are up for election, a voter can only vote for 3 people, without ranking any. We all know the problems with this system: - It disproportionately benefits the highest-turnout neighborhoods, who can "block vote" an entire ticket and totally lock out the choices of lower-turnout neighborhoods. - It can lead to unrepresentative outcomes. Four candidates might run on an extremely popular platform, but they will compete for the three available spots, splitting the vote and potentially electing a less-popular fifth candidate. - The potential for the above outcomes leads to the creation of "slates" by political insiders, which silence outsider voices before any votes are cast. Proportional ranked-choice voting (PRCV) solves all of the above problems: - Political minorities can be assured of representation. - Voters can vote for their favorite candidates without worrying about "throwing their vote away" - Candidates can still form slates, but individual candidates who run strong popular campaigns will have a fair shot.
