Halloween: No cars from 15th - 17th Streets in North of Montana

Halloween is the most dangerous night of the year for pedestrians, particularly children. We know that thousands of kids and their families will be in NOMA, particularly the 16th Street area. Can we close these streets to cars for a few hours? Why risk it? On top of the safety benefits, it will make the experience so much more pleasant for our kids.
